Fatal error: Class 'PHPWS_Error' after upload

I have uploaded version 1.5 changed permission to 777 on
config/
templates/
javascript/
files/
images/
logs/
Then I went to the setup folder using Firefox (also tried IE) an get the following error
Fatal error: Class 'PHPWS_Error' not found in /usr/local/psa/home/vhosts/sitename/httpdocs/core/class/File.php on line 160
I also tried version 1.4 which gives the same problem.
Can anyone help?
