and I most certainly don't want to discourage someone's contribution, but aren't there several forum packages out there that are extremely mature, and whose code base could be utilized? Would time be better spent developing some sort of plug-in framework for these existing systems?

To utilize the strengths of phpwebsite or a particular forum?
If the former, then you want to hack into a "mature" forum
by creating notes and adding categories, etc.? If the latter, then why phpwebsite? Why not just extend some forum (and call it "CMS lite")?

A native forum can exploit the strenths of the CMS and
avoid the distractions of "mature" forums (e.g., "emoticons").

I've done this before, with Phorum, phpBB and miniBB.

The problem with plugging in like that is that you're plugging in two quite disparate systems, duplicating code and databases and running through a middleware translation layer that doesn't scale past a couple of hundred users.

It usually involves changes to the forum software in order that it fit within the page alongside the CMS's design or you end up with a forum that runs full page and only shares the user login. And then the CSS and HTML looks so at odds with the site theme that you spend loads of time reconfiguring it. If you allow multiple themes, your nightmare multiplies.

phpWebsite 0.9 has an extremely powerful Object Oriented framework under it which phpwsBB uses to the full. Not using it would be bordering on criminal IMHO. The code in many of the 'mature' forums is old and stinky and doesn't mate well with OO. Since I mentioned miniBB above, I'll add that that isn't old and stinky - just not a good fit.

phpwsBB fits in with site design and themes with no effort. It's got all you need in a forum with no fat, no smileys, no avatars and a clean layout and scales directly with phpWebSite.

There is a plugin for phpBB if you wish to use that. IMHO, phpBB looks a right mess when inserted into phpWebSite and not much better outside it but that's my opinion.
